Roll on Roll off passenger and vehicle ferry service between Ballycastle, County Antrim, Northern Ireland and Campbeltown Argyll and Bute. The vessel would be required to carry a mix of vehicles including freight lorries and coaches. A public subsidy is available. The availability of and extent of any public subsidy for the operation of the service would be expected to reflect the need to ensure value for money in terms of economic development and other benefits and is not expected to exceed in the region of an initial £750,000 per annum.

Qualifications:

The following information must be forwarded with the application (unless the applicant has recently supplied the information) if the applicant is to be considered as a potential tenderer:

  1. Economic and Financial Standing
    • Statements of overall turnover and turnover in respect of the specific services offered in connection with the proposed contract for the previous three financial years;
    • last published annual report and accounts, or, where not available, equivalent information required under the law of the member State where the organisation is established;
    • company registration number and address; VAT Registration number; details of parent company, and other group companies if applicable;
  2. Ability and Technical Capacity
    • track record of similar in terms of approach, technical ability and performance to quality, time and cost constraints. Details of the principal services provided in the last three years in connection with provision of a ferry service stating the sums, dates and clients. Any other experience considered relevant which also demonstrates technical capacity;
    • asset details: State the names of the: Vessels currently operated; Their country of registration; Year of build; Tonnage; Type of operation carried out by each; Routes operated; Total crew complement of each vessel; Date of last major refit, with details. If no vessels owned please state where and how intend to source vessel.
    • professional resources and support facilities available;
    • adoption of quality management system.

Other information: Tenders are to be priced in Sterling and payment will be made in Sterling only. The contract will be subject to Scottish Law. Procurement covered by GPA. A summer only service was operated from 1997-1999. The service operated without public subsidy and closed having failed to establish a commercially successful operation. It carried an average of 26,000 passengers and 6000 vehicles a year over a 3-month summer season. Research indicates that a five-year PSO service could expect carryings 70-75% higher over a 6-month per year season. Further guidance is available on request. The Secretary of State for Scotland reserves the right not to proceed with the tendering process.
